If you want to find someone in America, you need contacts. If the person is to be extradited (ie for a crime he/she has commited) then the Department of Homeland Security should be notified as well as the CIA and State department. Do not call the FBI. They cannot help you. The FBI is for internal research only! CIA deals with foreign matters. The Department of Homeland Security would be very helpful especially if you can prove that this person is a threat to America's safety. The State Department will get involved if the CIA and DHS get involved. You also should notify the INS (Immigration and Naturalization Service). Well you will need to have your country file a motion with the US state department for them to honor the warrant for the other person. Getting them out of the US to another nation will often be the harder job, since unless the US honors the warrant, they can't even hold them here in the US.

If they entered the United States illegally or under false pretenses (which if they have changed identity, it is illegal to enter the US), you can contact the U.S. Department of Homeland Security. If they deem there was an illegal entry, that person will be found, arrested and deported.
You did not say which country you are from, but if it is a country where this person may be subject to human rights violations if returned, they will not be deported. Since the authorities of your area are not willing to become involved with the case, there is little else you can do.
