It's very easy to steal an identity if you work in a government office; false documentation initiated in a government office can readily be used to create a new Identity--it doesn't' even have to be a government document either.
Government employees can document false identities and poof there is a new one created.
Very lucrative busines--big, big money and the FBI helps the government agencies via the courts. Big bux.
