If a person was to simply move to a different place where no one knows you, you can obviously use any name you want. But if you really want to establish a whole new life and get a different job, you'd need a drivers liscense, social security card, birth certificate, just for starters. Well actually the people who can really change your identity is the government itself. If you happen to be a State witness for the prosecution of a felon. You are a witness to a crime, and it so happen the perpetrator is a known congressman/mafia boss/high profile personality, the government can introduce you to the Witness Protection Program of the government, where they will eventuall change your present name to which ever you like, you have seen the movie ERASER, the government will totally erase your past so that you can live.
