How would a person go about changing their identity to evade the law and how much does it cost?

I know a man who moved away from a situation then simply changed his own social security number. Submitted a new one he made up when he started his own small business. IRS hasn't knocked on his door yet. He's almost 70.How would a person go about changing their identity to evade the law and how much does it cost?

Go underground....the cost...everything you love about your life right now.How would a person go about changing their identity to evade the law and how much does it cost?
When changing your identity, there are always things that lead back to who you really are. The only sure fire way to do it is move to another country and gain a new i.d. there or join the French Foreign Legion. How would a person go about changing their identity to evade the law and how much does it cost?
There's always a paper trail (or in these modern times, probably an electronic trail). I think it's impossible unless you go into the witness protection program. Nowadays, there are more ways than ever for people to find someone, if they try hard enough, have the right resources, people, and even enough money. How would a person go about changing their identity to evade the law and how much does it cost?
Seems like the most common way people do this that I've heard is by assuming the identity of someone who died many years ago, like a child who died at birth at about the same time that you were born.

Assuming the identity of someone who died who already had an SSAN probably wouldn't work as the social security administration, I've heard, maintains records of SSAN's of people who have died.

Of course, if you're quite old now, you'd have to come up with a reason as to why you were obtaining an SSAN now if you chose a baby that never had one, but I'm sure there are valid reasons a person could come up with. Immigrants who come to this country don't have SSAN's and have to get one.

It might be easier to move to another country and do it, saying that you are from another country so it's harder for the authorities to track you back and find you out. Seems like if you move to another country without using public transportation and just change your name, who's going to find you as long as you keep out of trouble.

How much does it cost? Whatever it costs to obtain all the new identity documents that a person would need to get, like the birth certificate, a driver's license, social security number, etc. Seems like there's always an underground to provide people with phony ID if you can't do it yourself.

There are books on how to do this if you're interested. Many are sold by the publisher Loompanics. I would suggest one of the more recent ones since as certain techniques get used a lot, people have to get creative and come up with new techniques that the government hasn't become good at discovering yet.
